The City Council has gone on record as opposing a proposed ballot measure that would require voter approval for an airport at the El Toro Marine base. In a unanimous vote Monday, council members opposed the Safe and Healthy Communities Initiative, a measure that--if placed on the ballot next year and then approved by voters--would require two-thirds voter approval to build or expand airports, large jails or hazardous landfills. Councilman Charles Sylvia was absent from the meeting.
