The preliminary operating budget for 1999-2000 was presented to the City Council this week. The $25,238,792 total is a 1.3% increase in spending over last year. About $80,000 of that has been earmarked for technology, most of which will be used to combat expected Y2K computer problems. In addition, two part-time employees are being added.
