Clinton Seeks Tough Anti-Pollution Rules

President Clinton proposed tough emission standards for new vehicles and dramatic cuts in sulfur levels in gasoline, prompting praise from environmentalists, industry ire and Republican criticism. Under the proposal by the Environmental Protection Agency, which would not be made final until the end of the year, the new standards would be phased in over five years, beginning in 2004.
