It’s been a rough few years of management and fiscal crises at Covent Garden in London, but now the house band, the Royal Opera Orchestra, is carrying the flag for a new administration and is about to reopen the opera house (after a $360-million expansion). Catch it in a greatest hits program, “50 Years of the Royal Opera,†at the Orange County Performing Arts Center tonight or on Friday at the Arlington Theatre in Santa Barbara.
