The Justice Department will appeal a $23.3-million damage award to Golden State Bancorp’s California Federal Bank unit in a case likely to affect dozens of similar savings and loan lawsuits against the U.S. government. Justice officials object to a federal judge’s conclusion that the government broke promises underlying Cal Fed’s takeover of three struggling S&Ls; in the 1980s. Cal Fed has filed its own appeal, seeking a larger award. And the government has appealed a $909-million judgment for Golden State’s Glendale Federal unit in a separate case.
