Re “Get Ready for More Targeting Disasters,” Commentary, July 5: Patrick Eddington writes about the inter-organizational chaos resulting in mapping and imagery analysis-related errors that led to the bombing of the Chinese Embassy.
Nothing changes. In 1941 the technology was different and the target was us, but the same kind of inter-organizational chaos led to the Pearl Harbor disaster.
