Tax Break

I wish someone would explain to me why the taxpayers of California should provide tax breaks (i.e., increase their personal tax bills) to support the film industry, in which the average income of production personnel exceeds the average income of state taxpayers (July 7)? Most businesses facing increased competition must tighten their belts and accept less income. Why is Hollywood any different? Does its business create more jobs, dollar for dollar, than any other? Sounds like welfare for the upper middle class to me.
