Sharon Hankins was appointed president of the Foothill Ranch Civic Council, a group that will have a representative on the annexation task force for Lake Forest. Lake Forest officials will attempt to annex the communities of Foothill Ranch and Portola Hills this year and must form a task force to smooth the process.
Residents of those communities tried to form their own city last year but were defeated when the city annexed 1,502 acres of commercial property that would have been their tax base.
