The City Council tonight may approve hiring a consultant--at $125 an hour--to create a committee that will consider future annexations of Foothill Ranch and Portola Hills. The county-mandated committee will comprise city officials and affected residents, and is expected to begin meeting in March. The consultant, Sharon Browning & Associates, assisted the city in the annexation of the Foothill Ranch Towne Center last year.
