* City National Investments, the trust and investment management division of Beverly Hills-based City National Bank, has named Richard A. Weiss chief investment officer and senior vice president. Weiss, who had been chief investment officer and executive vice president of Sanwa Bank California, will oversee management of $4 billion in client assets.

* E-commerce provider Pentagon Inc. of Los Angeles has named Margaret Sullivan chief operating officer. She will be responsible for Pentagon’s day-to-day operations and shaping its future growth. Before this appointment, Sullivan served in the federal government, most recently as chief of staff to the secretary of Housing and Urban Development, where she managed a budget of more than $28 billion and a staff of 10,000. She also worked in the office of the U.S. Trade Representative.

* Peter Germain has joined Sullivan HealthCare Insurance Services as executive vice president. Sullivan HealthCare, based in Los Angeles, is a wholesaler of insuranceproducts and a manager of risk services for the health-care industry.

* Nowcom Corp. has promoted Vice President Howard Scott Schwartz to president of the Los Angeles-based company. Nowcom is an Internet service provider for the automotive finance and insurance industry.
