In anticipation of receiving $5.8 million from various settlements relating to the Orange County bankruptcy, the city included that money in a preliminary budget review last week. But City Manager David Rudat pointed out that only 15.5% of the funds will go to the General Fund; the rest will be disbursed in restricted funds, such as the Redevelopment Agency. The budget will be approved in May.
