Police Shootings

Two questions:
1. When police officers use their weapons, why must they shoot to kill? Why can’t they shoot to wound?
2. When animals are beyond medical help, they are humanely taken out of their misery. Why can’t humans in the same situation be treated in the same manner, instead of prolonging their agony?
