* International Network Services of Sunnyvale agreed to buy closely held VitalSigns Software Inc. of Santa Clara for $127 million in stock to acquire software that helps corporations and phone companies improve their data networks. INS, which provides data-networking services and software to AT&T; Corp. and others, will exchange 4.2 million shares of common stock for all outstanding shares of VitalSigns. INS shares fell $1.50 to close at $28.63 on Nasdaq.
