Bixby Ranch Proposal Goes to Planners

An environmental impact report for the controversial Bixby Ranch development proposal won conditional approval from a city panel and will move to the Seal Beach Planning Commission.
The Environmental Quality Control Board’s approval of the report does not mean it endorses the project, only that the document meets legal standards and will provide enough information for city officials to make a decision about the development proposal.
After the Planning Commission has its say, the final word will be up to the City Council.
The Bixby Ranch Co. proposes a commercial development that would include a hotel, restaurant, senior-care facility and golf course on a 218-acre site on Seal Beach Boulevard, north of Lampson Avenue. The project has sparked opposition from residents, who worry about traffic, among other issues.
The environmental board forwarded the report to the Planning Commission with the recommendation that the section on public comments be better organized.
The Planning Commission will look at the project Wednesday, and will accept public testimony at its Oct. 21 meeting.
