The Anaheim City Council has approved a confidentiality agreement among utility agencies so the city can join negotiations to buy coal for a New Mexico power generating station it partially owns. “This is simply a requirement for us to be at the negotiating table,” said Lon Topaz, a manager for the city’s public utilities. Anaheim owns 10% of a coal-power plant outside of Farmington, N.M. Topaz said the coal company requires that information on negotiations be kept confidential for competitive reasons.
