In another shift of top jobs at the Los Angeles Police Department, Chief Bernard C. Parks on Thursday reassigned captains of several Valley divisions. Cayler Carter replaces Valentino Paniccia at West Valley; Paniccia moves to Van Nuys, replacing Richard Wemmer, who will head the LAPD’s new Transit Division; and Joseph Curreri takes over for Devonshire’s Vance Proctor, who will head the Transit Bus Division.
