Kohl Weighs Benefits for Low-Paid Workers

A German Labor Ministry spokesman confirmed a report that Chancellor Helmut Kohl is considering a plan to allow long-term unemployed who take low-paying jobs to continue receiving unemployment benefits. Germany’s double-digit unemployment rate has been the main issue in this year’s election campaign. Kohl has been trailing the opposition Social Democrats, who accuse him of not doing enough to put Germans back to work.
