For the tempest in a teapot, let me offer the following as a solution: To memorialize something for the area, I would suggest that a depiction of the Hill Canyon Treatment Plant with the broken pipeline spewing effluent into the creek would be appropriate.
Actually it should be let well enough alone since the final outcome will probably be worse than the first!
