Anaheim Planning Commission
* ARCADE PERMIT: Commissioners will consider allowing expansion of an arcade at the Concourse Bowling Center, 3364 E. La Palma Ave. Bowling center general partner Bart Rainone wants to increase the number of video games from 25 to 35. The center has already received city approval for a day-care area for up to 30 children to accommodate bowlers. In addition, Rainone has withdrawn a request for a public dance hall.
City planning staff is recommending approval of the arcade expansion. Staff members said the day-care center meets the bowling center’s original approval agreement in June 1989.

* MASSAGE RULES: Commissioners will again open a public hearing, begun in early June, to discuss allowing massage establishments in all commercial zones.
The city has stopped classifying the shops as “adult businesses,” instead treating them as legitimate therapies. Police have said this will give officials greater control over licensing and monitoring. Now, the commission will consider allowing them to be accessory services provided by barber shops, beauty parlors and other similar businesses.

Orange Unified School District
* LABOR TALKS: Union representatives rebuffed district trustees who wanted to open labor negotiations to the public last month, but the issue is back on the agenda.
Administrators will make some proposals about ways to give more information to residents and parents about the issues behind the contentious labor disputes. Trustees will also discuss the teachers’ health benefits trust, which they contend should be overhauled or eliminated. Teachers say the district is trying to destroy the operation so administrators will have more control.

Placentia City Council
* RAILROAD LOWERING: The council will consider awarding a $200,000 annual contract to Clifford E. Lampman/Railroad Lowering Facilitators of Bermuda Dunes to study funding sources for a project that would lower the railroad tracks along Orangethorpe Avenue. The city will use county transportation grant funds and money from vehicle license fees to pay the consultant. The company also would continue to create engineering plans for the project, designed to eliminate the need for overpasses or underpasses. Nine city streets cross the tracks along the Orangethorpe railroad corridor, a five-mile stretch between Lakeview and Placentia avenues.

San Clemente City Council
* FORSTER UPDATE: The City Council will host a neighborhood forum for Forster Ranch residents to update them on activities related to their subdivision.
Council members and city staff will discuss landfill, park development, community greenbelts, road improvements and other major projects. Residents also will have the chance to comment on projects and ask questions.
