Clinton to Oppose Taxes on Internet, Aides Say

President Clinton is expected to announce his support today for legislation that would place a moratorium on new Internet taxes, a position that puts him at odds with many of the nation’s governors, senior White House officials said Wednesday. Clinton will oppose the efforts of state and local governments to impose new sales taxes on Internet shopping, the officials said. But to mollify the governors, the president will call for a commission to develop a uniform approach to taxing commerce on the global computer network, they said. The National Governors’ Assn. adopted a resolution Tuesday that urges Congress to allow states to require Internet and mail-order merchants to collect and pay sales taxes even if they do not have a physical presence in the state to which the goods are shipped. Clinton is expected to voice his support for the moratorium in a speech today to a San Francisco conference on technology issues.
