Smog Fees

So Gov. Wilson is letting us breathe more smog in order--so he says--to save us a whopping $1 per year on our vehicle registration fees (“Wilson Veto Kills Clean-Air Transit Funds,” Aug. 18).

Meanwhile, California continues to charge the grossly unconstitutional $300 so-called “smog impact fee” for the new registration of certain out-of-state vehicles that have federal instead of California emissions certification, even though those vehicles must pass the same stringent smog checks--including the especially stringent checks of the Smog Check II program--as comparable California -certified vehicles.
