Fullerton City Council

* FLOUR MILL: The council will hold a public hearing to reconsider a proposed flour mill that received Planning Commission approval last month.

Hunt-Wesson’s parent company, ConAgra Inc. of Omaha, Neb., plans to build the flour mill about 340 feet from a west Fullerton neighborhood. The 129-foot-high mill would include 16 concrete silos, each 102 feet tall.

Angry residents contend the mill will cause health hazards, but ConAgra Inc. officials have said it would be a safe operation and create 20 jobs.

Laguna Hills City Council

* ELECTION VOTE: A special meeting has been called to consider canceling the November council election. The three uncontested incumbents, Randal J. Bressette, Cindy Greengold and R. Craig Scott, would be appointed to new terms, possibly saving the city about $12,000.

Placentia City Council

* DAY-CARE APPEAL: The council will consider a proposal for a day-care center for 42 children at Blessed Sacrament Episcopal Church, at Angelina Drive and Morse Avenue.

The Planning Commission approved the day-care center June 23, despite opposition from residents who live near the church. One of the residents appealed the commission’s decision to the council. Residents contend the center will create noise, traffic and hurt their property values.

San Juan Capistrano City Council

* ELECTION QUESTION: The council will consider whether to appoint three incumbent candidates, running unopposed on the Nov. 3 ballot, without an election. The council also could decide to hold an election and seek write-in candidates.

The three council members running unopposed are Wyatt T. Hart, Gil Jones and David Swerdlin.

Santa Ana City Council

* DOWNTOWN VENDORS: The council will consider an ordinance amending the regulations for the operation of vendor pushcarts in the Downtown District. Proposed storm drain improvements and road projects also are on the agenda.

Stanton City Council

* INCUMBENT APPOINTMENTS: The council will consider whether to cancel the Nov. 3 election and appoint the three incumbents since they are running unopposed in the municipal election. The council could opt to allow write-in candidates to keep the election. If the election is canceled, it would save the city about $14,000. Council members whose seats were not challenged are Brian Donahue; Harry Dotson; and David John Shawver.
