WellPoint Health Networks Inc., the Woodland Hills managed-care company that is the parent of Blue Cross of California, named David C. Colby as its new executive vice president and chief financial officer.

Colby will report to Leonard D. Schaeffer, WellPoint’s chairman and chief executive officer and will oversee corporate development, strategic planning, accounting, treasury, taxation, investor relations, actuarial services and facilities services.

Previously, Colby served as executive vice president, chief financial officer and treasurer at American Medical Response Inc., a medical transportation company based in Aurora, Colo.

* Paul Alofs was named vice president and general manager of the Disney Store-North America and will be responsible for the store’s 428 retail outlets in the United States, Canada and Puerto Rico, the Walt Disney Co. said.

Alofs will oversee operations, marketing, merchandise buying, staffing, finance, distribution and real estate site selection for the retail division of the company.

Alofs was previously president and general manager of the Canadian division of BMG Entertainment, whose music labels include Arista and RCA.

* Health Net, a network health maintenance organization, announced that Ranell Davis will join the Health Net/Foundation Health Individual Sales Unit as director of sales.

Davis will be oversee statewide sales for the Woodland Hills organization, including managing external sales representatives, brokers and individual agents.

Before joining Health Net, Davis spent nine years with Blue Shield of California.
