Clinton Signs Ban on Myanmar Investing
After declaring the repressive policies of the military rulers of Myanmar a “threat to the national security†of the U.S., President Clinton signed his long-awaited executive order prohibiting new investment in the troubled Southeast Asian nation formerly known as Burma. Unocal Corp. and Atlantic Richfield Co., two leading investors in the country, said they did not believe their natural gas projects would be affected since the order, which took effect at midnight, prohibits only “new†contracts to develop “natural, agricultural, commercial, financial and industrial†resources or “human resources†within Burma and the territorial sea. The Treasury Department must still issue regulations on how the order will be enforced.
