The South Pasadena City Council is negotiating to hire Sierra Madre’s youthful top administrator, Sean Joyce, as the new city manager of its troubled municipality and expects to make an appointment as early as Wednesday, Mayor Dorothy Cohen said Friday.
Joyce, 33, has earned high marks from Sierra Madre residents in the last three years as a city administrator who brought back City Hall from the brink of financial ruin.
Sierra Madre, a 10,767-resident hillside community below Mt. Wilson, places a high value on preservation. On Joyce’s watch, Sierra Madre put in place a law banning drive-through businesses.
Joyce is also a protege of South Pasadena’s Interim City Manager Linda Holmes.
