* Robert L. Citron: Once considered by many to be a financial genius, the former longtime county treasurer was the only public official to admit any guilt in the county’s bankruptcy. He pleaded guilty to six felony counts of securities fraud and misappropriation of interest, diverting the money from the investment pool he managed into the county treasury.
* Matthew Raabe: Citron’s top deputy has maintained he did not know how deeply troubled the county’s financial pool was, but Citron says that he did. Raabe was indicted by the grand jury in May 1995 on six felony counts of securities fraud and misappropriation of funds. Trial is pending.
* Michael Stamenson: Key broker for Merrill Lynch & Co., known as an aggressive salesman with a reputation for exotic investing. Citron says Stamenson was his chief advisor and the only person to whom he confided the diversion scheme.
