* True, in the past the 27th Congressional District has been pretty Republican, but times are changing. In any event, I believe The Times, sacrosanct as it may be, should wait until the election in November to crown James Rogan U.S. representative--(“Round Table: A Discussion of Poverty in the Valley,” June 12). Rogan is not yet--and we Democrats hope never will be--a “U.S. Rep.” as noted in the article.
