Council Formalizes Limits on Speakers

THOUSAND OAKS — People are talking too much at City Council meetings, according to some council members, who formally voted Tuesday to restrict public comments.
Council members voted 4 to 1 to impose the limits on public speakers, but the decision was a formality. Council members had decided last year to restrict public comments.
The way the new limits will work is this: How much time each speaker has to address the council on a particular item depends on how many people want to speak about the issue. The more speakers, the less time, although everyone gets at least two minutes.
Councilwomen Elois Zeanah and Jaime Zukowski criticized the decision Tuesday, saying members of the public should not be hurried off the podium by their public servants.
