Emergency Measure Would Affect Industry: The bill seeks to amend a law that requires the travel industry to finance a $1.6-million fund to compensate consumers cheated in travel frauds. The California Sellers of Travel Act went into effect Jan. 1, but thousands of travel agents failed to register, as the law requires, and chip into the fund, causing a $500,000 shortfall. The Legislature proposes scaling back the minimum balance to $1.2 million, averting a need to force agents who have already paid to pay more. The fund has more than $1.1 million and is projected to surpass $1.2 million by year-end. Gov. Pete Wilson is expected to sign the bill over the weekend.
