Flash flooding that has already killed five people from Missouri through the Ohio Valley is continuing to plague the region. Parts of Missouri already soaked by as much as 8 inches of rain in 72 hours got more. Flash-flood warnings were issued from Kansas City to Kentucky. The Red Cross said 16 people in East St. Louis, Ill., spent the night in a shelter after rising water forced evacuations.
