SPLITSVILLE? As she has before, Assemblywoman Paula L. Boland (R-Granada Hills) introduced legislation to make it easier for the San Fernando Valley to secede from Los Angeles. Her bill would prevent the L.A. City Council from vetoing the move. “It is time for the Valley to be its own city,” she said. . . . The Valley’s population would make it the nation’s sixth-largest city.
HANDS DOWN: Valley-area Republican representatives like Howard (Buck) McKeon spent much of President Clinton’s State of the Union speech sitting quietly, hands in their laps (A1). His verdict: “Great speech--I would love to be able to believe him.” . . . But Democrats like Rep. Anthony C. Beilenson were hopping up and down for standing ovations. Beilenson praised Clinton’s call “to work together.”
