Man Accidentally Shoots His Friend

LAKE FOREST — A 22-year-old man was shot accidentally Friday night by a friend who then called 911, but investigators were told that two others had done it, authorities said.
Sheriff’s deputies received a call about 6:15 p.m. and arrived at the 23000 block of Tulip Street to find Frank Moshenian of Lake Forest, with a bullet lodged under his right eye, Sheriff’s Lt. Richard Paddock said.
“If [the bullet] had gone up, it would have killed him,” Paddock said. “But it went down instead.” Deputies were told that two men in a blue El Camino, one of whom was believed to be named Jason, had fired the shot and fled.
The investigators became suspicious, Paddock said, and pressed Moshenian’s friend, Fernando Ray Velasquez, 21, of Dana Point. “It turned out that he had accidentally shot his friend.” Moshenian was taken to Mission Hospital Regional Medical Center in Mission Viejo, where he was in stable condition, authorities said.
Investigators said they do not plan to arrest Velasquez because the shooting was ruled accidental.
