House Panel Examines Kids Programs Pact at FCC: A House panel is looking into whether regulators at the Federal Communications Commission pressured Westinghouse Electric Corp. to carry more educational television shows for children as a condition of taking over CBS Inc. Rep. Joe L. Barton (R-Tex.), chairman of the Commerce Committee’s oversight and investigations subcommittee, “is in the very early stages of an inquiry,” said Craig Murphy, Barton’s spokesman. Although the committee has the power to look into such matters, it cannot impose sanctions if there is a finding of improper activity. But it can pass such information on to the appropriate body, Murphy said.
