IBP Inc., the nation’s largest meatpacker, was charged by the U.S. Agriculture Department with price discrimination in its purchase of cattle from feedlots . . . Nasdaq stock market officials said they are investigating the trading of Sybase Inc. shares, which they mistakenly halted a day earlier following a phone call from someone apparently posing as a company executive . . . U.S. Atty. Gen. Janet Reno said the Justice Department hopes to decide shortly about whether it will try to block Microsoft Corp.’s anxiously awaited Windows 95 program on antitrust grounds.
