Lewis A. Engman; Former Head of FTC, Drug Industry Groups
Lewis A. Engman, 59, a former chairman of the Federal Trade Commission who also headed drug manufacturers’ organizations. Engman, a strong advocate of government deregulation, was appointed to the FTC in 1973, serving as chairman through 1975. From 1979 to 1984, he was president of the Pharmaceutical Manufacturers Assn., where he helped formulate provisions of a law restoring patent incentives for developing new medicines and promoting competition by generic drugs after the expiration of patents. After practicing law in Washington, he became president of the Generic Pharmaceutical Industry Assn. in 1993, a post he held at his death in Washington on Wednesday, after a stroke.
