GLASSELL PARK : Man Charged in Alleged Mistreatment of His Dog
A Glassell Park man accused of neglecting his great Dane was named in misdemeanor charges filed by the city attorney’s office Tuesday.
Graham Thomas Finlay, 56, faces single counts of animal neglect and keeping an unlicensed dog. Each is punishable by up to six months in jail and a $1,000 fine, said Los Angeles City Atty. James Hahn.
City Department of Animal Regulation officials began to investigate Finlay in February after someone filed a complaint.
An animal control officer went to Finlay’s house and found an emaciated dog named Sasha, with a four-inch growth on her chest, authorities said.
The animal control officer ordered Finlay to take the dog to a veterinarian. Finlay took Sasha to the Gateway Animal Hospital, where it was determined that the growth was benign. But Finlay refused to return for a follow-up examination, Mason said.
A July 14 hearing was scheduled at the city attorney’s office, but Finlay failed to show up. He came in the next day with a rabies inoculation certificate and promised to get the dog licensed but never did so, Mason said.
