Labor Dept. Details Garment Industry Crackdown: Providing further details on a new program to curb labor abuses in the garment-manufacturing industry, U.S. Labor Secretary Robert B. Reich said the J.C. Penney and Mervyn’s retail chains have agreed to work with government officials in the effort. Labor Department officials said the two retail chains voluntarily pledged to avoid doing business with apparel suppliers committing such abuses.
