PASADENA : City Said to Be Slow to Promote Black Workers

A lawyer representing the Pasadena Black Municipal Employees Assn. told the City Council last week that African American employees are slow to be promoted and suffer other job discrimination.
Lawyer Joe Hopkins, who said he would provide details of employment discrimination at a future meeting, urged the council to take remedial action, including forming an independent commission to hear disputes between employees and supervisors.
The council, noting that City Manager Philip A. Hawkey was on vacation, postponed discussion of the issue until its Sept. 12 meeting. Hawkey has defended the city’s employment record, noting that Bblacks account for about 25% of the municipal work force.
