*** Jeffrey Gaines, “Somewhat Slightly Dazed,” Chrysalis/EMI. The delicious power-pop bounce that reverberates through this album is not what you’d expect from a musician whose debut was a serene, largely acoustic affair. But the Philadelphia singer-songwriter defies expectations by drawing from Elvis Costello and the Bangles as deftly as he once evoked the guitar-strumming, protest-singing troubadours of the previous generation, with equally pleasing results.
