Mortgage Approval Rates for Blacks, Latinos Rise: Blacks and Latinos were less likely to be turned down for home mortgage loans last year than in 1992, a report by the Federal Financial Institutions Council said. But the regulators found that there was still a big difference in approval, depending on race. By ethnic group, the council said, black applicants for conventional home purchase loans were rejected last year in 34% of cases, Latinos in 25.2% of cases, whites 15.4% of the time and Asians 14.5% of the time.
