The Pasadena City Council, sitting as the Community Development Commission, has voted to enter into negotiations with a developer to build 12 low- and moderate-income apartments and retail stores on the northwest corner of Raymond Avenue and Orange Grove Boulevard.
The city’s redevelopment staff is to work out details of the 15,225-square-foot project with developers Arshak and Vartan Kouladjian, who have asked for redevelopment assistance.
The two-story project is to include five low-income apartments and seven moderate-income units, as well as 6,000 square feet of retail space, city officials said.
The council will have to approve a final agreement before the project can move forward.
