Joblessness Rises: Unemployment reached its highest average annual rate in six years in the fiscal year ending in March, the Management and Coordination Agency said. The seasonally adjusted average jobless rate for the 12 months of fiscal 1993-94 was 2.6%, up from 2.2% the year before.
