Angolan Rebels Cut Power to Capital

LISBON — The capital of Angola struggled with a blackout and scarce water Monday after the first major rebel offensive near Luanda in more than a year cut the city’s power supply.
The attack southeast of Luanda, along with increased fighting elsewhere in the southern African nation, came as peace talks appeared at a standstill in Lusaka, Zambia.
