Japan Reacts to Reports of Impending Sanctions: Nobuyasu Abe of the Japanese Foreign Ministry’s economic affairs bureau said that if the United States redeploys the Super 301 trade clause to impose sanctions, it could hamper Tokyo’s efforts to open markets to imports. Reacting to newspaper reports that President Clinton had decided on the move, he added, “That would not necessarily invite suspension of consultations or invite any countermeasures.â€
