THE GARBAGE PRIMER: A Handbook for Citizens by Pamela Murphy for the League of Women Voters Education Fund (Lyons & Burford: $12.95; 181 pp., paperback original). The numbers are staggering: Every year, Americans produce more than 200 million tons of trash (not counting the scripts for “Melrose Place”), dump about 200 million gallons of used motor oil--the equivalent of 18 Exxon Valdez spills--into the nation’s drains, and discard 242 million tires. This clear, well-organized overview examines the ever-increasing problem of waste disposal and presents the relative merits of various solutions. An excellent starting point for concerned citizens.
