State of the Union Address Is Set for Jan. 25

WASHINGTON — President Clinton will make his State of the Union address to Congress and the nation on Jan. 25.
House Speaker Thomas S. Foley (D-Wash.) made the announcement Thursday after Democratic leaders met with the President.
Aides say Clinton’s health care plan, under fire from Republicans and some advocacy groups, will be a big part of the speech. Welfare reform, a key issue in his 1994 domestic agenda, is also expected to be a topic.
