Congressman to Resign

WASHINGTON — Rep. Glenn English (D-Okla.) announced Friday that he will resign his House seat in January to head the National Rural Electric Cooperative Assn. in Washington. English, who was first elected to the House in 1974, has been a strong supporter of farm causes.
