Boutros Boutros-Ghali
I congratulate you for publishing “Activist U.N. Leader on Firing Line” (World Report, Nov. 9). With the U.N. Secretary General Boutros Boutros-Ghali soliciting individual member states, hat in hand, for forces and funding, there is a need for a standing United Nations peacekeeping force.
In addition, implementing Article 43 of the U.N. Charter, an effective mechanism for collective security, would empower the United Nations to do its job of maintaining world peace, protecting the global environment, ending world hunger and working to end global poverty.
