Tariff Reductions Proposed: Foreign Minister Tsutomu Hata proposed mutual reduction of tariffs with the European Community on scientific equipment, electronics and pulp and paper, the Financial Times reported. Hata made the proposal in a letter to Sir Leon Brittan, the top European Community trade negotiator. The move is designed to spur progress on concluding the Uruguay Round of the General Agreement on Tariffs and Trade talks by its Dec. 15 deadline, the report said.
