Whittier : Moratorium on Building of Guest Houses Extended

The City Council has unanimously approved a three-month moratorium on the building of guest houses to give city planners additional time to come up with standards aimed at curbing illegal use of the structures. The moratorium took effect last Thursday, the day after a year-old ban had expired.
Michael W. Burnham, assistant planning director, said he and other city officials are investigating ways to stop the illegal use of guest houses as permanent living spaces while allowing construction for such purposes as recreation rooms or artists studios.
City zoning codes define a guest house as a detached living area for temporary visitors. But no kitchen facilities are permitted.
